uh oh...buzzing from the dash AFTER car is shut down??

Hi All,
I own a 98 900 SE turbo 29k, coming up on the end of the warrantee (figures?). Have really had absolutely no problems with it, until now. I didn't drive the car for about 4 weeks, while the salt was on the streets, but they are clear now and driving the Swede.
I am hearing a new buzzing sound right behind the cabin temp sensor (the little bullseye near the ashtray). I can hear it plain as day and can feel it by either putting a finger on the sensor or cupping the ashtray. I can hear the buzzing when the car is running (faintly), but when I shut it down, the buzzing lasts for about 3-4 minutes before it stops.
The only other weird symptom is that the HVAC used to keep the cabin pretty warm, even when it was off, but now it just blows cold air. I also had the HVAC freak out on me once when the car was new, it went to heat at full blast and the control panel refused to work for a few minutes.
Anyone ever heard of this, is it just a relay going bad or something??
