You must have missed something somewhere in your eliminations. You're saying the noise is not affected by engine rpm (by taking it out of gear), nor by drivetrain loading (no change under accel or braking), not gear specific (no change up/down through gears), not tire related (no change w/road surface), nor wheel bearings (no change in turns). What else is there?
Two thoughts: Does it change with speed?, ie. increase to a peak, then decrease? I had a really obnoxious noise once that turned out to be from the hatch not being latched. Unbeknownst to me, my girlfriend had accidentally unlocked it. Secondly, have you tried turning the a/c on and off? (push 'econ' to turn off, 'auto' to turn on, if you have ACC) What about turning the whole system off? There are several motors and fans that work with the ACC system, perhaps one of them is going out.
