If water is getting to the windshield and nothing comes out at the headlights then it's usually the check valves. The windshield fluid hoses comes up from the reservoir near the battery and T off in two directions (towards the windshield and also the headlights). Follow the hoses and you'll see check valves (they have little rubber membranes inside that keep the water from flowing back to the reservoir).
The windshield check valves (there are two of them) are located under the hood near the nozzles. One is a T shape and the other is a 90 degree bend. The headlight check valve is a T shape and is located between the headlights just on top of the aluminum bumper support. Remove the front grille by pressing in the two clips and lifting straight up. The washer fluid hoses should be RIGHT THERE.
Remove the check valves, take a pocket knife, pry the cover off and see if they're gummed up. If the rubber membrane has a hole in it then it's SHOT. Some people have cut new membranes from latex gloves or similar material. They're also available at the dealers for around $5-$7 each.
