On an older cast-iron engine there was more of a margin of safety. Our Saabs have an aluminum head with a cast iron block. Without the pump to circulate the water, hot spots will rapidly develop and can lead to expensive repairs.
The upper rear pulley is easily replaced. If you can change your own oil, you can do the job in about 10 minutes. All you need is a 12" long, 1/2" socket extension, a screwdriver or drill bit and a ~10mm (don't exactly remember) wrench. Of course, if your belt has been slipping, it should be replaced and that will increase the time and the complexity (but only a bit) of the job.
