I just went through this. The bulb assembly IS the switch. There's a flange that pushes on a plunger attached to the bulb assembly when the glovebox door is closed. That keeps the light off when the door is closed. I doubt this flange is broken, but I wouldn't be surprised if the contacts of the switch are not connecting when the door is open.
You can pull the light/switch assembly out by prying under the lens of the light (I did it with my fingernails, but a flat head screwdriver or pocket knife blade will do). Once it's out, you can push on the little button on the bottom to see how the switch works. Even if it looks like the contacts are touching, they may not be.
I pried out the piece of the switch that is fixed, wiped off all the surfaces, and bent it a little so I could make sure it would touch the moving part. Reinstalled, and now have a fully illuminated glovebox!
