I have to say that I dont know truly. My sense is that the tire isn't "absolutely" perfect, nor is the rim. In a particular situation, both their respective imperfections aligned to cause a vibration, even though the tire balancer said everything was ok.
After rebalancing, the same weight was reapplied, but in a slightly different positon on the rim. And no more vibration.
Wheels were retorqued to the same ft/lbs as previous.
I didn't have to pay $$ for this re-visit, but the vibration was gone, and I guess that was my ultimate goal.
