Most likely one of the heater elements is broken, it usually turns out to be the one in the seat cushion. If you're a fix-it kind of person, you can start by unplugging the connectors under the seat and ohming each heater element. An open circuit means it's broken. There are instructions in the FAQ section, and in the archives on how to disassemble the seat and fix (solder) the heater wire. It sounds time consuming, but not impossible to do.
I have the same problem with my car. My passengers are happy, but I'd like that warming feeling, too.
I had both my seats fixed one last time under warranty, I believe the cost is around $200 per seat. FWIW I had the seats fixed in July since that's when the warranty expired, and by that fall the drivers seat didn't work. These things are far too fragile. Another poor Saab design.
