In the under hood fuse box, fuse #1 is for the horn. 10 amp
Also, remove the grill and inspect the wires and connections to the horn. Check that the black wire does indeed make a ground contact. There is a horn relay. I don't know where it is located. This relay gets power via the ignition switch relay, which must be working if other systems are ok. There are two switches in the steering wheel and a steering wheel connector which could be involved.
If the horns are not working, check the fuse. If the fuse is ok, then with the radio off, ignition on, engine not running, try to make the horns come on. If you can hear a relay clicking some where, you know that the horn swithes or one of them, are working and the wiring up to and including the relay coil are good. Fuse 31 20amp feeds from the same connection that feeds the horn. Fuse 31 feeds the cigar lighter. Does that work? If so, then there is probably power getting to the horn relay.
I suspect that the horn relay is in the center console area behind the cover in the passenger foot well.
