Recall that on my car when this condition (the high idle, not the momentary surge) occurs, if the conditions are right, the upshift light will stay on for some period of time, say up to 30 sec? after I lift my foot off the throttle. By "right conditions", I mean, in < 5th gear, over ~1800 rpm.
If I'm at, say 2000rpm in 3rd, lift and the upshift light stays on, the light will go out as the decreasing rpm crosses the ~1800 point. Clearly at that point, the coding to turn the light off overrules the signal from whatever sensor is telling the ECU to keep the light on.
Enough air and fuel are being dumped in the engine under this condition to almost drive the car without touching the throttle. I was able to drive along the perimeter road at work the other day; 1st gear, 2nd gear, finally in 3rd gear the engine started to lug.
Turning on the a/c (summertime) when the engine is idling high (2000 rpm+) did not noticably affect rpm; now in the wintertime, turning off the rear defroster seems to add a few rpm.
