I've gotten as high as 33 in a 95 SET (same car, more or less) and usually nowhere under 28 on highway-only runs.
Sometimes the SID holds onto 'old' data and gives a very low number. If you hold down 'CLEAR' in MPG mode, It'll reset the counter in case it's using very 'old' data. Also, double check it on paper when you fill up.
You will get a little more 'kick' out of higher octane because the computer can adapt boost to use the better gas, although I don't know what impact it has on actual mileage. Also, if you've been running 87 for a long time, you may have need to run a bottle of injector cleaner through the system, Chevron Techron Concentrate comes very highly recommended on this board.
Tires fully inflated? How are your plugs?
