Higher octane will give better performance, and I have seen from others on here that it is better for the engine (less deposits etc). Paradoxically, you will definitely get lower fuel economy with higher octane fuel.
Cold weather should only affect fuel economy in city type driving, where the warm up time is a significant portion of the driving time. If you're driving on the highway for 30 minutes or more, the outside temperature shouldn't make much difference, and the longer your trips, the less difference it makes.
So anyway, 23MPG seems pretty low. I get more than that in the city, with very short trips in cold weather. I have yet to have my Saab out on the highway, which is kind of sad when I think about it.
