You do need to check the color.
If you have and automatic transmission, it could be from the transmission fluid cooler that is integrated into the radiator. Tranny fluid is red. Do look for clamps that can be tightened. Might be a good idea to check the fluid level. See your owners manual.
Could this deposit be an artifact from some slopped fluid from a recent change of automatic transmission fluid?
If the residue on you finger rinses off with warm water without soap, it is engine coolant. Have you been loosing some? If so, you can rinse the deposit away with a hose. Not a violent spay, you do not want to soak things. This deposit for residue could from prior maintenance of the cooling system.
Check the power steering fluid level as well. There is a pipe and pose assembly that goes across the top side of the rad. Look for an signs of a leak there too.
