You are real close with your statement: "...some sort of cardboard strip captive in a hem of the seat material along side and front edges that is slipped into metal tangs...". With the palm of your hand, press down on the front, top edge of the seat. This will slacken the material on the front side, allowing you to unclip the "cardboard strip" (or whatever it is). from the "tangs". Same with both sides of the seat.
You don't need to remove anything from the under side of the car seat, and don't worry about removing the seat covering completely. With the sides and front of the seat cover disconnected, you will be able to pull the cover up enough to expose the heating pad. Very likely you will immediately spot a burned, broken wire.
