Using degrees instead of torque is not unheard of. Back when I was working on diesels Fed-Ex had these funny looking Iveco vans with 5 cyl air cooled Deutz diesels. the head torque procedure was 3 steps first, torque to X ft-lb (I don't remember exact numbers, it was 20 years ago) then turn X degrees (there was a special degree wheel that clamped to a 1/2" extension) then do another pass turning another X degrees.
We used to have to retorque the heads on Datsun Z cars. On those we would loosen the bolt until you hear it snap to break the friction then tighten to spec.
