The front pads are eazy to replace if you do not mind removing two caliper guide bolts and moving the caliper. A much greater effort than the rear pads. At this point replacing the rotor is no effort.
The parking brake can be adjusted. But I think that it needs to be adjusted because of a great deal of wear. There should be no wear. So remove the rear caliper and the rotor and see whats happening. I think that you will find that the mechanism is dry and rusty. The shoes have not been returning and are worn. The shoes are held down with hold down springs. The shoes edges rest and rub on high spots on the backing plates. These high spots need to be clean and greased. Use high temperature brake grease, and keep it off of the friction surfaces. Check that other bits move freely and are lubricated.
If the shoes are worn and you are not needing to replace them, then you want to adjust the mechanism in the rear brakes, not adjust the cable. There is a large hole in the rotor to access the slack adjuster. I will not give you details on doing this, as I have never adjusted mine. But I cleaned and lubricated it when replacing my rear pads and rotors.
