Yes you can just pull the tube. Try it warm, use hot water if you have to. But the box without the tube will have high entrance losses and may get some hot air too. Twist and pull to get it out. It can be difficult.
Remove the hose that goes to the actuator and apply some pressure with your mouth to see if it is leaking. The hose that goes to the wastgate is the center one on the BCP. The end one goes to the hose barb on the compressor housing. A leak with either of these hoses or in the actuator it self would cause the actuator to not work. And BPC valves can also fail.
The fact that this problem only occurs in 3rd gear suggests that some partial functionality is there, as it seems to be doing the job in the lower two gears.
Work the wastgate mechanism by hand. It should feel free, even though the spring requires lots of force to move.
