You might call one of the Saab Indies, S&S in VA, Swedish Motors in VA or Viking in MD, and see if they have that capability. If you have one of the keys with a chip, there are two things, one getting it cut and two getting it programmed. An off chance check Baldinos Lock & Key Service (There are many branches), they can cut the key, not sure that they can program a Saab, know that they have the tools for other chipped keys.
Highly suggest that you get another key quickly, if both keys go out, it could get expensive real fast. Quick research indicates that there might be a battery (CR2032)in the key, it might be going bad? I would however check with an Indy or the dealer.
Enclosed is a link that talks about the Service Theft Alarm issues.
Hope this helps,
