I don't know that we can really know... but, I think NASA probably inspired many young minds to take up science + engineering that might otherwise have done something else... even if most of those didn't go on to work at NASA... and of course there was plenty of private contract manufacturing that sold to NASA (and would sell to anyone willing to use their services, but it certainly wouldn't hurt to have NASA as a customer - many companies might wear that as a badge of honour, whether that actually has merit or not)...

One thing that is easy to lose sight of is that many of NASA's projects over the years were large in scope, risk, and cost. It is not necessarily easy for private industry to raise funding for projects like that, though we are starting to see small scale projects. I'd think NASA was more of a gateway than barrier for private industry going forward...

anyway, all in all, I don't think money spent on NASA was money wasted (and Canada spent money on the space program also, so my tax dollars have gone there also)... probably not perfect (nothing is), but lots of good in it regardless... as you and others pointed out, many worse ways to spend (more) tax $$...
