Your point is valid. I have no idea how the study in question was performed, or whether it holds any water or not. However, in theory at least, it's possible to test for the effects of talking on a cell phone while driving. Put people in a controlled situation, like an obstacle course on a track; control group is driving alone, with no phone. Another group is chatting with a passenger, another is talking on a cell phone. You could even have all the groups do each scenario. It still won't tell you exactly what the real world effects are, but it certainly could provide some quantitative measure of distraction presented by the different tasks.
