absolutely... but I would argue that advancements in automotive safety is a better simple explanation whereas you would argue people driving around yakking on cell phones + fiddling with gps is a better simple explanation. Perhaps you are correct. I doubt you are, but we can't know from the data.

I don't have any strong opinion re the cell phone law. I'm much more annoyed by the banning of studded tires. We all have our pet peeves + I don't fault you if you, as an individual, are careful with in car cell phone + gps use + find it frustrating to lose that functionality. That said, I can't say I necessarily agree with you that, on a population basis, cell phones + gps are likely making the roads safer... imho, you're grasping at straws to swing opinion to favour your bias vs a pet peeve... and that is *not* scientific...
