.....in this jurisdiction calls for a $146 fine but no points off.

Hands free is OK here so would not draw the penalty.

If you are involved in a collision and there is an investigation to
determine liability for damages, cellphone records will be the first thing demanded whether or not your jurisdiction has made it an offence to use one.

Check it out in the civil suit reports.
