I don't have a local buy but my last two tire purchases were from Tirerack and Costco.
I purchased a set of Michelin A/S Pilot Sports (great so far) for about $750. This included removal of my snows from the wheels on the car and the mounting of the new tires on new wheels I had brought. It also included one of their monthly coupons of $75 off a set of four. The guy was nice, knowledeable and answered all my questions. I had a ride so I left the car and it was done 2 hours later. This was a needed convenience since my snows were leaking and basically coooked. A selling point they use is that they'll air and rotate the tires throughout the life of the them for free. I've heard from quite a few people that if you just drop in, expect a very long wait. I rotate them myself so it's not a concern. As well, I don't expect much from Costco beyond point of sale.
The set before, I purchased Goodyear F1's (favorite ultra high perf tires btw) from Tirerack and they delivered them surprisingly fast. I think within the week purchased. The shop (a local chain, not mom and pop) that mounted them was great and I had used them before for replacements, plugs and alignments.
I don't have a true local guy in your sense but I'd go with them even if they are a little more. Personally, I'd feel way more comfortable relying on that relationship should you need help post purchase. I don't see Costco going out of their way to assist me down the road. That's peace of mind with the local guy that's nice to have. It ends up being a lot of dough in the end no matter which option you chose.
