yes, I considered that when looking for a 9-5 wagon. There were just so few of interest near me in Canada + more across the border (New England is full of them)... but in the end, for the effort involved, I figured I'd wait + in the end bought a sedan that was otherwise what I wanted at a great price.

The only exception would be if I was looking for another c900. I would now look in the southern USA. Anything up here has enough rust that it would be too much of an uphill battle... anything mechanical is solvable, but rust is really hard to get rid of! For a c900, the purchase price is typically low enough that the % costs of taxes and duty aren't so bad... well, at least for now... the value of a good c900 has seemingly turned a corner + is starting to appreciate!
