At 6 lights and 8 stop signs in 3 miles, I don't think the 3300lb 9-5 can get anywhere close to 20mpg. 15mpg would be lucky, 12 or even 10mpg is possible if the car needs warming up for a few minutes before the trip. The 20mpg you are getting is probably due to averaging from other much longer / smoother trips.

The higher fuel consumption caused by accelearation is due to rpm. Leaving out turbo charger for a moment, each engine revolution consumes about the same amount of fuel (aside from when engine is cold needing a rich mix). So a trip that can be covered in half hour with smooth engine turning over constantly at 1200rpm (turning over 36,000 revolutions), if due to traffic has to take one hour, with 10min at 3000rpm (accelearation), 10min at 800rpm (idle while the car is stopped), and 10min at 1200rpm, would turn over 50,000 revolutions, or about nearly 40% more fuel consumption. Turbo when in use would increase fuel consumption per revolution but would necessitate lower rpm for the same accelearation.
