The company that does most of the testing in the country is a strong advocate for continued testing, and would resist moves to lower cost drive by monitoring. Testing on newer cars is rather silly since almost all of them pass. Older cars, especially those that are misfiring or burning oil, cause the majority of the emissions. It doesn't take fancy equipment and test facilities to find those cars, just an enforcer driving around using his eyes, ears, and nose to find smoke, smell, and hear misfiring of the gross emitters. When we moved to Iowa 7 years ago, where there are no vehicle tests, we noticed stinky cars from time to time, but now they seem to be very rare. Our niece recently had starting problems that were caused by an evap system valve, are they intentionally making the newer cars have driving issues when the emission systems have problems?
