Who is your insurer (I presume not Progressive)? If Progressive will not relent, and it may take more than one phone call, talk to your agent (you have an agent, right?) and possibly get them involved in the process. Keep in mind that Progressive's motive here is to pay out as little as possible, and it might take several tries to get a fair settlement out of them.
Many years ago, my car was hit and totalled by someone with Farmer's Insurance and they tried to lowball me on the settlement, offering me half of what the car was worth and omitting many payments required by law in Illinois such as sales tax and registration fees. I got my insurer State Farm involved and we settled this fairly between us - I had to pay the deductible at first while they pursued Farmer's (called subrogation), and eventually got my deductible refunded as well.
I suppose that something internal to the transmission could have been damaged when the car was hit.
Also, did your wife suffer any neck pain? If so, make a very big deal out of that - no laughing matter.
