if you buy a used car out of state. If you happened to get a really good deal on the car (as we did with our first Saab wagon, bought from an eBay dealer in the Midwest, years ago...), despite the fact that you have a properly filled out bill of sale from the seller to prove what you actually paid, NYS will collect sales tax on the price of the car as listed in their sort of "reference" book of car prices. That is, unless you have another special form from the selling dealer to fill out, which certified that the price you paid is legit. Only NYS, maybe, could figure out a scheme to force you to pay sales tax on money you didn't spend!
Oh yeah. The nice dealer in the Midwest already knew about this rule and sent us the required form along with the wagon. It was fun watching the DMV clerk's face drop when she told me I needed to pay more tax money - and I handed over the form!
