Might be sort of a DC tradition, not sure about other places. In DC a lot of the semi-detached houses have extra, unheated rooms stuck on out back, usually going up 2 stories. Sometimes people call them 'Florida' rooms. Often just screened in, with minimal security. In NE we'd call it a breezway on the first floor. True about kids and balconies. We moved, with two toddlers, to a place with a inside balcony over the living room with a very low railing. Before we even moved in we had a local guy put in a 4 1/2 foot high railing (looks kind of silly now) and moved the furniture away from it. Nobody fell over the edge, but it's still fun to toss things over it.
