Five or six years ago I attended an Engineering Conference where one of the speakers was from the Lansing (MI) Board of Water and Light. This utility was completing a program of installing electric vehicle charging stations throughout the city. The cost of the equipment and installation was paid for by a government grant of some type. The cost of the electricity used to recharge the cars was paid for by the businesses or merchant associations where the charging stations were placed.

One question from the crowd was "Why are the businesses willing to pay for all this electricity?" The answer was surprising and clear. The cost at that time to recharge the most common electric vehicle found in Lansing at that time (the Chevy Volt) was only $1.50 And that was the cost of a full eight hour re-charge!

Businesses, such as a restaurant, understood that an electric vehicle charging station could result in an additional four patrons, whose car would only consume $0.20 of electricity during their one hour lunch, but the restaurant profits on the four person meal tab would exceed the twenty cents many times over. The businesses and merchant associations saw these charging stations as a unique advertising niche, and were very willing to increase their costs by this tiny amount in exchange for the increased business.

$1.50 for a recharge good for 80 miles of travel (or what ever a Volt could manage 5-6 years ago), versus $9.00 for three gallons of premium fuel which will provide ~80 miles of travel. Easy to understand the attraction if nearly all your driving trips are short.
