That's exactly the same procedure for me here in (Nevada County) CA.
OBDII = OK, Smog check passed.
Visual inspection... none of that here. Bald tires, burnt out headlights, rusty frame?... no problem. As long as the OBDII says its burning clean, you're good to go.
(Other counties vary, depending on congestion. Pre-OBDII cars do get the sniff test. I almost had a C900 pass it with a hollow catalytic converter - previous owner had bored it out.)
