Scott, I imported a truck from Canada earlier this year (dodge ram). Heres what I can tell you:

Vehicle with a vin starting in 1,2,3 (USA, Canada, Mexico) are able to come across for free (literally $0) as long as they meet the requirements below. Vehicles which are not from a NAFTA country must pay a tax crossing the border. I don't recall the %, but its low.

ALL vehicles must meet EPA and DOT requirements.

By that, any vehicle must have an EPA sticker on the hood or inside of the dr door, and a DOT compliance sticker on the inside of the door. If you're missing the DOT sticker, you can use a registered importer to clear the vehicle. No speedometer replacement is necessary as long as it shows both speeds. I have a KMH speedo (big numbers) with MPH (small). I'm not sure what happens if there is no EPA sticker. If there is no EPA sticker you have 2 options. 1) get the MFG to write a letter, on original letterhead, stating that it meets DOT and EPA (hard to do for Saab) or 2) use a registered importer.

The registered importer (you can find one in most borderding states) will hold the vehicle for 30 days after your purchase to ensure there are no issues (stolen, etc). They check it and stamp it approved and place a sticker on the door saying it was imported. I believe the cost for me was about $600. I needed it as Dodge (FCA) won't supply a letter stating that their vehicle meets DOT standards since they "discourage cross border shopping". My truck had the EPA sticker on it, just not the DOT.

Email me if you need more help. It was a relatively easy process given what you're actually doing. I'd do it again in a heartbeat for the right vehicle at the right price.
