I have done something like this many times when repairing or modifying amplifiers, preamps, CD players and speaker X-over boards.
Simply scrape off some of the "mask" to expose copper as a new solder pad and drill a new hole if that is of advantage. The exposed copper need not have a perfect removal of the mask or have perfect margins. I use the tip of a pen knife that is more often than not a bit dull which means that copper is not significantly removed.
Acetone does not remove the silk screened mask from circuit boards. That is what I see from cleaning residual resin flux from the boards which does remove the flux.
When you create a new solder pad with heavier gauge wires, tie the wire off to something mechanical as a strain relief, otherwise stresses on the wire can tear the copper off of the board.
