Its not perfect, but it helps. You sand back the old clear to get as much off as possible, especially the edges that will continue to flake, and then spray with a new coat of clear, then sand that back to get rid of any orange peal, and then buff.
I am doing this on my 2003.5 Mazdaspeed protege. I'll post a link to my video I did on it. Is it perfect? nope, but from 5 feet away it looks good, and it protects the paint you have, A can of clear is ~$25, and per section it takes about a half hour - hour depending on size and how much you have to sand back.

You will want some touch up paint, I highly recommend the finger nail polish brush style, and not the pen style, just in case you do sand through your paint, especially if you're on an edge/corner.
It really depends on what you are going for. I Didn't have the $$ to pay for a whole car respray, I'm out about $100 total for materials, and my time in my garage is peaceful - I have 4 kids.
