I think spec allows a range from near 0 to -2 degrees (good specs are always a range, that's engineering). Closer to zero is more tolerant of heavy loads.
I did replace the rear springs in our sedan with brand new OEM wagon springs. They sagged within a year and I added spacers. Aftermarket are generally lowering springs which is not what I wanted for our roads and climate, though spacers could be used to increase the ride height.
Actually, the 9-3X was quite an appealing vehicle to me for around here in the winter because it raises the car just a touch (iirc about an inch), which to me is a decent compromise between better ground clearance (for snow) without detracting so much from handling (like many raised vehicles, eg Subaru Outback or Forester are raised a bit too much for me). Unfortunately 9-3X is unobtanium here. They should have released that car along with the 9-3ss in 2003/2004 era and saab would have sold them like hotcakes here! By the time it was available, nobody was buying saabs at all in our area - the dealer had retreated way out of the prime marketplace area and the brand was either not on people's radar, or they thought it was dead or too risky to buy...
