700 x 40C is 1.6" wide (I'm assuming not 40nm - that'd be super skinny!) so not a particularly wide tire, but more so than would be on a road bike. These are basically comfort/touring style bikes. Great or bike paths etc. They'll probably sink into sand quite a bit though.
felt does have a good reputation for road bikes. I don't know much else about them though.
Most manufacturers make a similar sort of bike as this, so you could probably shop around different LBS's to find what you like best.
Also, it is not too hard to adjust a mountain bike to have a more comfort oriented posture if you have one already.
I wouldn't worry about frame material on this type of bike too much. They tend not to be put under extreme forces. I have steel, aluminum, and carbon fibre mountain bikes, and they all have lasted through far more abuse (racing, freeriding) than a touring bike would ever experience on a bike path. However, simple is probably good... things like carbon fibre will add to the cost and really is not necessary for the performance requirements in this type of bike. I would avoid anything too heavy, but otherwise just go with what feels right when you take it for a test ride...
