I agree with this. Even semi-slick MTB tires are ok through an inch or so thick wind blown sand over pavement. It's not unusual to have sandy parts in mtb and even cyclocross races depending on the local soil. On the beach is a whole other matter though as the sand can be very deep with almost no traction at all... would be a big struggle to go any distance...
