Yeah, I think detailers can do that.
That said, I accidentally dinged a vehicle in a tight parking lot (backing up with bikes on a trailer hitch) leaving a couple tiny scratches... doing the right thing, I talk to the guy and he ends up taking it to body places, gets the full panel stripped, resprayed, and new emblems put on at ludicrous cost. The dings were so tiny, you could barely see them. Smaller than a typical stone chip! All of it could have been fixed by a detailer imho, but people can be crazy.
The basic process depends on the depth of the scratch or chip. Fine clear coat scratches can be buffed, if it's into the colour, a touch of fill, some colour, some clear... If it's through the primer like most stone chips, you need to open it up at the edges, remove all rust, prime, fill, colour, clear. In any case sanding the end result. You really can do this yourself if you get good paints, and if you take the time. Wet sanding with 2000 grit and then buffing can hide just about anything. Don't just dab on a glob of colour (well, that's better than just leaving the chip to rust and so I often do it at least in the interim)... if you take the time you can make it right.
The one catch for someone else doing it - it will take some time for all the drying steps if doing it properly. Expect to not have your car for a while, or expect them to cheat on the quality.
