Around here, clean '98s sell very quickly. Helping a friend buy one, they probably called on a dozen before finding one that was actually still for sale.
FWIW, '97 and '98 are virtually identical. The '96 and earlier 850s aren't *much* different, but IMHO there are enough useful changes that you'd really be well served to hold out for those two years.
In '99, they got ETAs and the 5-speed Aisin that was probably not ready for prime time. I think MY2002 or 2003 got those issues sorted. I personally wouldn't get involved in a '99-'02 without a very good service history and probably once that included a rebuilt ETA and transmission. IME, if you get past '98, the price difference between '99 and '03 isn't different enough to take a risk on one of those mid year cars.
All that said, with that money on the table, why not just grab an '00ish 9-3 or 9-5? You know the cars. IMHO, they are very comparable cars... in performance/quality/etc. the Volvo probably slots in nicely between 9-3 and 9-5.s
