I vote Yes because the catalytic converter is further from the engine on performance down pipes and will cool faster without the insulating tape. Being in Montana I am sure your winters are cold. I had problems with the P0420 code with my performance down pipe, but only in cold winter months when driving carefully due to slippery roads. Insulating tape may have prevented these nuisance alarm CEL's
