Viggen Rotor Groove

In the past there has been some discussions related to the life of Saab rotors. Upon inspection of my Viggen's front rotors I noticed a groove between the outer edge of the rotor and the start of the slots. There is a groove on both front rotors and the pads are more or less still the factory thickness.
I noticed that just about everyone else who slots rotors continues the slots all the way to the outer edge of the rotor thus permitting equal treatment of the pad. In the end I believe that when replacing the pads the rotors will also need to be replaced.
Anyone have a theory on what is going on?
