My best hp:torque was 266.3:295.4

In all 9 runs, I experienced a serious problem. I'm not sure if the engine was knocking or if something else is wrong.

Around 3,500-5,500 rpm the boost would start going up and down like crazy.
There was an up and down of 50 horsepower. So at 3,500 I made 260 hp then at 3,700 it dropped down to 210, then at 3,900 it went up to 266, then at 4,100 it dropped to 215, etc. I can even feel this on the highway, the whole car will surge.

The really strange thing is that I made the most horsepower when I retarded the timing to 6 degrees before top dead center.
If I put the timing to 16 or 20 degrees the surge happened even more. With my max hp going down to 200.
I was pushing 20-25 psi everytime. My intercooler was warm, but we had a good blower on the water radiator. The outside temp was 34 degrees.

We checked the fuel/air ratio along the whole run and it was steady at 12.7. He said this was the perfect ratio. So it's not leaning out.
No matter what I did with the timing it always jumped. I played with the MSD, I disconnected the stock retard and increased the MSD, I did everything until my time ran out.

He thinks it may be a valve spring not working correctly. I got uprated springs when I put the 2.1 head on it, but you never know.
Where do I go from here?
