More info on my power problem...

Okay, I adjusted the spark plug gap to .028 and ended up replacing the retard/advance distributor actuator. This took care of some of the surging. Now I've discovered another problem. At exactly 25 psi of boost, the car loses almost all power. It seems like the air is either leaking out somewhere, or the air is slowing down at this psi. Once the boost drops back down to 20 psi the power is right back again.
It is not a pinging kind of boost drop. You can actually feel the car stop accellerating at 25 psi and then really pick up again at 20 psi.
Like the car is hitting the brakes.
Am I at the engine limit of Max CFM's? I still have the stock downpipe, can the exhaust gases get backed up and cause this type of problem?
Do you think the bypass valve is leaking at 25 psi?
I checked all of the intercooler hoses and they are tight.
