since boost steadied at low ignition advance (or retard in your case) I'd have to guess the system was detecting knock at the higher levels and dumping boost.
As to fixing it...what's to fix if you got your max horsepower at the retarded ignition/no boost flutter level? Unless you think there's more horse's there at the higher ignition advance if you can hold the boost from fluttering. In which case I'd simply disable the knock sensor...remove it and leave it hooked up but isolated from the engine/wrap it in a rag and cable tie it. If that works you can always fashion a dummy impedance load.
