Phenolic is a composite made of paper, linen, aramid fibers, or glass fibers, treated with phenolic thermoset resin and then pressed under pressure and high temperature. It is very stable, easy to machine, resistant to chemicals, and will not creep or warp. It will withstand temperatures of approx. 350-600F depending on the filler material.
Delrin is an acetal thermoplastic that is fairly hard, has good dimensional stability, but will creep or flow under the pressure and temperature of an engine block. Delrin begins to soften significantly at 270F and melts at about 400F.
