The "beefed-up tube and trailing arms" refered to, were basically just beefed up welds and a few added gussets, which can be done to any axle. The Competition Department had some sheets explaining modifications that could be done to the 96 and I seem to remember there being a rough sketch showing where to reinforce and gusset the front and rear suspension. I don't think that the axle tube offered through Sport and Rally was any beefier than stock.
My take on David's problem is that the stub axles are pressed into the axle tube and it might be that one of them is bent. I think the stub is more likely to bend than the tube axle, that thing is very stout. I'm not sure you could ever find a replacement stub for it though. The method of checking for a bent stub axle would involve removing the brake backing plate and measuring to see of the stub is square with the surface to which the backing plate bolts. The complicated method would be to remove the axle and set it up for viewing on an (expensive) optical scanner.
