1970 was the first year for the Sonett III body style (it was introduced in the spring of that year) so the low production number probably was simply because they did not have a full year to produce them. However, the Saab Museum website says the number of units produced that year was 740, not 303 -- although that's still not a large number. (It was never a high-volume car anyway -- I have read that the capacity of the plant that made the bodies was only 2,500 per year, and only in a couple of years did actual production exceed 2,000.)
There are detail differences between the 1970 model and subsequent years (as well as other year-to-year differences) but otherwise no big "story." Price on Sonett IIIs seems to have more to do with condition, degree of restoration, etc., than the specific year, unless the individual car has an especially interesting history. And of course, how badly the owner wants/needs to sell it is a big factor as well!
As to why this one "sounds cheap" -- well, he does say it has a rusty trunk floor, rear body damage, and a trashed interior. In other words, in the continuum that runs from "pile o' parts" to "basket case" to "project car" to "driver" to "clean" to "restored" to "concours," this one is somewhere in the project-car range. It does sound like a potentially good deal, although one at which I'd want to take a careful look before writing a check, if I were buying...
