I don't know that I'd swap out heads until I knew for sure that would help (unless there's another reason to do it, such as poor compression.)
For example, the valves might have been stuck the first time you tried to bust the engine over, bending the pushrods... but now they're unstuck and changing the heads wouldn't make any difference. Or the pushrods might have been bent all along, possibly from a past owner overrevving the engine, for example (maybe that's why the car was sitting for 9 years!?)
Or, the problem might be with the rocker-arm oiling system, not the valves. Actually that would be a good thing to check in any case -- on an engine that had sat for 9 years, the oil passages to the rocker shaft might have gotten plugged up. If the rocker shaft isn't getting oil, the rocker arms can seize (which could bend a pushrod) and eventually the shaft will get scored and then you have to replace it. You need to watch with the rocker covers off as the engine is turning over and make sure fresh oil is getting up there.
Failing all else, I suppose you could take off the rocker-arm assembly (which I believe you'll have to do to replace the pushrods anyway) and see if the valves open when the correct amount of pressure is applied against spring tension; no, I don't know how to do this, but I've seen pictures of it being done with some kind of gauge.
