Sonett Weber 34ICH flooding and Suspension help?

I am officially street legal again on my '69 Sonett V4!!! Got it inspected this morning... I've done *alot* of work to get it going again, and now I'm down to the improvements phase. So I've got two questions for now:
After driving the car so that it's at "operating temperature" and then parking (and stopping the ignition), upon restart the car dosn't start up nicely. If I let it turn over for a while while just barely giving it gas, it will start up. To me, this sounds like a flooding problem, but I'm not sure why it would do it.
I'm running it with the Weber 34ICH, with a brand new PCV valve.
Also, I've recently purchased Jack Ashcrafts "34ICH installation book". I've set the idle and mix according to his specs, but I haven't checked the float settings or jets. Anyone have any ideas???
Also, maybe I'm just used to my cushy 900 suspension, but it seems as though my Sonett is getting thrown all over the road by bumps. My rear springs look really saggy and messed up. They are sitting on the car at an angle??!! Is that right? The top of the spring is farther forward than the bottom. My front ones look ok, but I'm not sure how to tell if springs are shot. My shocks have low miles on them, but they've been sitting on the car for ~2 years without use. Does anyone have a source for the springs? Are they cheap to replace? Are they causing my car to get thrown around?
