Back off and remove the four screws holding the instument insert. Disconnect the speedo cable at the meter.
Remove the instrument insert.
Remove the bracket holding the instrument panel to the front edge of the body.
Remove the 4 screws holding the instrument panel to the dash panel support member.
Remove the ashtray bracket.
Detach heater control wires from the dampers and thermstat valve and remove the headlight control handle.
Pull the instrument panel out.

You will probably find that the tube from the wiper motor has come loose. This may be caused by the bolts in the pivot assembly vibrating loose or that the pivot has siezed and broken the pipe loose.
