This happened also on our '88 9000T. I found out by chance that turning off the A/C would "fix" the problem (on the 9000, pressing "ECON" turns off the A/C). The relay contact that carries current to the A/C compressor had melted, thus the compressor was no longer coming on, however the circuitry that increases the engine idle speed to compensate for the A/C load didn't know this. So the idle speed went up without the additional load. I don't know, of course, if this is the cause of your problem.
